Dr Songyang Li

Dr Songyang Li is a Lecturer in Rail Engineering at London South Bank University, with a background in civil engineering, construction cost management, construction project management, and infrastructure risk management. His teaching and academic work focus on rail engineering, project and asset management, engineering principles, technical and professional skills, railway RAMS, and rail team projects.

Before joining LSBU, Songyang worked in project management roles within UK public-sector infrastructure at Surrey County Council, where he supported major transport, town centre renewal, flood alleviation, electric vehicle charging, and junction improvement projects. His work involved project planning, stakeholder engagement, risk management, cost estimation, reporting, and coordination with multidisciplinary project teams and external partners.

Songyang completed his PhD in Civil and Building Engineering at Loughborough University. His doctoral research examined construction risk management in NHS healthcare infrastructure projects, with a focus on procurement, risk allocation, lifecycle management, and decision support. His research has led to the development of a computer-based risk management system for NHS healthcare infrastructure procurement and several journal papers on risk assessment, risk allocation, and procurement-related decision-making.

At LSBU, Songyang has contributed to curriculum delivery and programme development across apprenticeship, undergraduate and postgraduate provision. He has also supported professional accreditation work, including APM course recognition and ongoing professional alignment activities. His wider academic interests include construction procurement, infrastructure project governance, rail asset management, risk management, public-sector infrastructure delivery, and the use of digital tools to support project and asset decision-making.

Songyang is a full member of the Association for Project Management (MAPM) and holds professional qualifications including the APM Project Management Qualification (PMQ), PRINCE2 Foundation, and a Certificate of Construction Design Management (CDM).

Songyang’s research interests include construction procurement, infrastructure risk management, public-sector project delivery, rail project and asset management, project governance, lifecycle risk allocation, and digital decision-support systems for construction and infrastructure projects. 

Songyang’s teaching interests include rail engineering, project and asset management, engineering principles, railway reliability, availability, maintainability and safety, technical and professional skills, and team-based engineering projects. His teaching links theory with real infrastructure practice, with a focus on project governance, risk management, stakeholder coordination, asset performance, and professional competence development.
