Abstract
This paper addresses a preventive flow control method suitable for video services within an ATM network. In the proposed method, each user runs a model that describes the variation of the aggregate traffic of all the sources that are connected to the network. Once the user finds the aggregate traffic reaches a certain level of the channel capacity, he adjusts the video codec's quantization step size. The impact of self flow control on both coding and network performance is investigated. The network performance is optimised when action is taken at a certain level of channel capacity.
